I would offer two solutions that could both work in tandem. Provide a visual builder for View pages. Dreamweaver does this for basic HTML, and VS does this for ASP pages.

While there is a fair amount of page rendering in MVC, the view component is still built with primarily HTML. Perhaps page templates would aid in this area in the same way default pages are built when you create a new project. Don't lock out editing view pages when debugging the program. The most time consuming part of testing out what a page looks like is running the program, navigating to the page, turning of the debugger, making the change, and starting all over again. It would be nice to just be able to 'refresh' the browser after making a change to the view.

I have to amend my previous request. Point 1 is still valid. A visual builder for HTML elements including property pages for css would be very helpful. Templates for page layouts would also be. As far as point 2, this appears to already be a feature on VS 2017. By default the 'Diagnostic Tools' pops up when executing, bit the Solution Explorer is still accessible (just collapsed).
